This support system emerged from the recognition that historical social stratification and economic disadvantages have systematically excluded OBC communities from mainstream educational opportunities, creating intergenerational cycles of educational deprivation.

The concept encompasses both protective measures (like reservation in educational institutions) and promotional measures (like scholarships, coaching schemes, and infrastructure development). At its core, educational support for OBCs is grounded in the constitutional principle of substantive equality, which recognizes that formal equality alone cannot address historical disadvantages and that affirmative action is necessary to create a level playing field.

The framework operates through multiple mechanisms: direct financial assistance through various scholarship schemes, reservation of seats in educational institutions, special coaching and mentoring programs, infrastructure development in OBC-concentrated areas, and policy interventions to address systemic barriers.

The Post Matric Scholarship Scheme, launched in 1944 and later expanded, provides financial assistance to OBC students pursuing higher education, covering tuition fees, maintenance allowances, and other educational expenses.

The Pre Matric Scholarship Scheme supports students at the school level, ensuring they can complete their basic education without financial constraints. The Merit-cum-Means Scholarship specifically targets academically meritorious students from economically weaker sections within OBC communities.

The Top Class Education Scheme provides full financial support for OBC students in premier institutions, while the Free Coaching Scheme prepares them for competitive examinations. These schemes collectively address different stages of the educational journey, from primary schooling to professional education.

The constitutional foundation rests on Articles 15(4), 16(4), and 46, which together create a framework for affirmative action in education. The Mandal Commission's recommendations in 1980 provided the empirical basis for expanding educational support, identifying 3,743 castes as OBCs and recommending comprehensive educational interventions.

The National Commission for Backward Classes (NCBC), now with constitutional status, oversees the implementation and monitoring of these support measures.
