Confidence Building Measures — Prelims Strategy
Prelims Strategy
For Prelims preparation on India-China CBMs, focus on memorizing specific years of major agreements (1993, 1996, 2005, 2013) and their key provisions. Create a timeline of CBM evolution linking each agreement to its historical context and specific contributions.
Memorize the five Border Personnel Meeting points: Chushul-Moldo, Nathu La, Kibithu-Damai, Daulat Beg Oldie-Qizil Jilga, and Demchok-Demchok. Pay special attention to institutional mechanisms - WMCC (2012), Special Representatives mechanism (2003), and their specific roles.
Common traps include confusing agreement years, mixing up India-China CBMs with India-Pakistan CBMs, and incorrectly assuming CBMs require mutual acceptance of LAC alignment. Use elimination techniques by remembering that CBMs explicitly do not prejudice either side's boundary position.
Focus on recent developments post-Galwan, including military commander-level talks and new communication protocols. Practice questions that test understanding of CBM principles rather than just factual recall, as UPSC increasingly tests conceptual clarity over rote memorization.
