Create a comparison chart between CIC and SIC highlighting jurisdictional differences. Memorize the 2019 amendment changes and their implications for commissioner independence. Practice questions on which entities fall under CIC jurisdiction using the 'substantial financing' test.

Focus on landmark CIC decisions and their outcomes, particularly those related to political parties, judiciary, and private entities. Use elimination techniques by understanding what CIC cannot do (no contempt power, no direct Supreme Court challenge, no jurisdiction over purely private entities).
