For Prelims preparation on PESA, focus on memorizing specific provisions of Section 4, particularly subsections (d), (e), (i), (j), and (m) which are frequently tested. Remember the constitutional basis (Article 243M) and the ten states where PESA applies.
Create a clear distinction between PESA and regular Panchayati Raj powers - this comparison is a favorite UPSC trap. Memorize landmark judgments with exact case names and years: Samatha vs. Andhra Pradesh (1997), Niyamgiri case (2013-14).
Practice elimination techniques by understanding what PESA does NOT cover - it doesn't apply to Sixth Schedule areas or all tribal areas. Focus on current affairs connections, especially Supreme Court judgments and policy developments.
