Focus on memorizing factual details: seven states with councils (Andhra Pradesh, Bihar, Karnataka, Maharashtra, Telangana, Uttar Pradesh, West Bengal), composition formula (1/3rd by assembly, 1/3rd by local bodies, 1/12th each by graduates and teachers, 1/6th nominated), constitutional articles (168-171), and key differences with assemblies.
Pay special attention to powers and limitations, particularly money bill procedures and confidence motion restrictions. Practice elimination techniques by understanding common traps like confusing one-third with half for strength limits, or assuming councils can be dissolved like assemblies.
Current affairs focus on recent elections, nominations, and any state considering creation/abolition. Create comparison charts with Rajya Sabha and Legislative Assembly for quick revision.
