For Prelims, a strong factual foundation is paramount. Aspirants should focus on key figures, dates, and constitutional provisions. Memorize Article 246 and Union List Entry 69, and the year of the first synchronous census (1881).
Understand the organizational structure, particularly that the Registrar General of India (RGI) falls under the Ministry of Home Affairs. Differentiate clearly between the decennial Census and the Socio-Economic Caste Census (SECC) in terms of their objectives, legal basis, and data utility.
Pay attention to the key findings of the last completed Census (2011), such as population growth rate, sex ratio, and literacy. Current affairs related to Census 2021 (digital initiatives, delays, NPR) are highly probable.
