Concept of Public Service — Mains Strategy
Mains Strategy
This is a high-scoring area in GS-IV if approached correctly. Your answer must reflect depth, structure, and contemporary relevance.
Recommended Structure:
- Introduction (25-30 words): — Start with a crisp definition of the key concept in the question. Connect it to the broader constitutional or ethical context (e.g., 'Public service, the bedrock of a welfare state, is guided by the constitutional ethos of...').
- Body (100-150 words): — Structure the body using subheadings or distinct paragraphs. If the question asks you to 'critically analyse', ensure you present both sides of the argument. Use the 'PESTLE' (Political, Economic, Social, Technological, Legal, Ethical) framework mentally to generate diverse points. Always substantiate your arguments with:
* Constitutional Articles: (Art 311, 312) * Laws/Rules: (RTI Act, CCS Conduct Rules) * Committee Recommendations: (2nd ARC, Hota Committee) * Recent Examples: (Mission Karmayogi, DBT, CoWIN platform) * Keywords: Use terms like 'citizen-centricity', 'probity', 'accountability', 'NPM', 'NPS' correctly.
- Conclusion (25-30 words): — Your conclusion should be forward-looking and solution-oriented. Summarize your main argument and offer a balanced way forward. Avoid introducing new points in the conclusion.
Diagrams/Flowcharts:
- Evolution of Public Service: — A simple linear flowchart: TPA -> NPM -> NPS, with 1-2 keywords under each.
- Accountability Mechanisms: — A hub-and-spoke diagram with 'Public Servant' at the center and spokes pointing to 'Legislature', 'Judiciary', 'Citizens (RTI)', 'Media', 'Internal Hierarchy', 'Vigilance Bodies'.
Showing Multidimensional Understanding:
To score high, you must connect the dots. For example, when discussing e-governance (technological dimension), also discuss the ethical challenge of the digital divide (social dimension) and the legal challenge of data privacy (legal dimension). When discussing civil service neutrality (political dimension), link it to the constitutional safeguards that enable it (constitutional dimension). This inter-linking of dimensions demonstrates a mature understanding of the topic.
