The Smart Cities Mission is India's flagship urban development program launched in 2015 to transform 100 cities across the country into modern, technology-enabled urban centers. Think of it as India's ambitious plan to create cities that are not just digitally advanced but also livable, sustainable, and citizen-friendly.
The mission represents a paradigm shift from traditional urban development approaches to a more integrated, technology-driven model that prioritizes citizen participation and sustainable growth. At its core, the Smart Cities Mission aims to address the challenges of rapid urbanization in India, where more than 400 million people are expected to live in cities by 2030.
The mission recognizes that India's urban population is growing at an unprecedented rate, putting immense pressure on existing infrastructure, services, and resources. Traditional approaches to urban development have proven inadequate to handle this scale of growth, necessitating a smarter, more efficient approach.
The concept of 'smart' in this context goes beyond just technology integration. While digital infrastructure and IoT (Internet of Things) applications are important components, the mission emphasizes a holistic approach that includes sustainable development, efficient resource management, improved governance, and enhanced quality of life for citizens.
A smart city under this mission is characterized by adequate water supply, assured electricity supply, sanitation including solid waste management, efficient urban mobility and public transport, affordable housing especially for the poor, robust IT connectivity and digitalization, good governance especially e-governance and citizen participation, sustainable environment, safety and security of citizens particularly women, children and elderly, and health and education facilities.
The mission employs two main development approaches: Area-Based Development (ABD) and Pan-City Development. ABD focuses on transforming selected areas within a city through retrofitting (improving existing areas), redevelopment (replacing existing areas), or greenfield development (creating new areas).
Pan-City Development involves implementing smart solutions across the entire city to improve infrastructure and services. The selection process for smart cities is competitive and merit-based. Cities compete through a 'City Challenge Competition' where they submit Smart City Proposals outlining their vision, strategy, and implementation plan.
This competitive approach ensures that only the most prepared and committed cities are selected, promoting innovation and excellence in urban planning. The mission's governance structure is unique, requiring each selected city to establish a Special Purpose Vehicle (SPV) - a company specifically created to implement smart city projects.
This SPV model ensures professional management, accountability, and efficient execution of projects while maintaining transparency and citizen engagement.
