The Production Linked Incentive (PLI) Scheme is a revolutionary manufacturing policy initiative launched by the Government of India to boost domestic manufacturing and reduce import dependence. Unlike traditional subsidy schemes that provide upfront benefits, PLI is a performance-based incentive system that rewards companies based on their actual production and sales performance.

The scheme offers financial incentives ranging from 4% to 6% of incremental sales over a base year for a period of five years. What makes PLI unique is its output-based approach - companies receive benefits only when they achieve specific production targets and sales milestones.

The scheme was initially launched for three sectors in 2020 - mobile manufacturing, pharmaceutical ingredients, and medical devices - but has since expanded to cover 14 key sectors including electronics, automobiles, textiles, food processing, solar modules, and advanced chemistry cell batteries.

The total financial commitment of ₹1.97 lakh crore over five years makes it one of the largest manufacturing incentive programs globally. The scheme aims to create global manufacturing champions, increase India's manufacturing competitiveness, enhance exports, and generate employment opportunities.

PLI is strategically aligned with the Make in India initiative and Atmanirbhar Bharat mission, focusing on sectors where India has competitive advantages or strategic importance. The scheme encourages both domestic and foreign companies to set up manufacturing units in India by providing a clear, transparent, and time-bound incentive structure.

Companies need to meet minimum investment thresholds and achieve incremental production targets to qualify for benefits. The scheme also emphasizes technology transfer, skill development, and creation of manufacturing ecosystems rather than just individual units.
